The Corporation of the Municipality of Brighton invites qualified and experienced Planning and Development consultants to submit proposals for the completion of two prime deliverables:

1. Development Master Plan for the subject lands; and a
2. Business Model for the administration and governance of a Municipal Land Bank program.

Stages of Procurement

Two primary stages are involved:

1. Request for Qualifications (RFQ) - Selection of a Short-list of Qualified Consultants

2. Request for Proposals (RFP) - Selection and Award

1. Deadline for Consultant RFQ Submission - December 9^th, 2025, 12:00 
2. Municipal Notice of Short-list of Qualified Consultants – December 11^th, 2025
3. Presentation to Council of First Round Qualified – January 12^th, 2026
4. Municipal Short List Invitation to RFP – January 14^th, 2026
5. Deadline for Qualified Consultants for the Submission of Questions to RFP – January 23^rd, 2026
6. Municipal Response to RFP Questions – February 9^th, 2026
7. Qualified Consultant Submission of RFP - February 13^th, 2026, 2:30pm
8. Municipal Evaluation and Preliminary Award of RFP – February 17^th, 2026
9. Negotiation of RFP terms and conditions
10. Notice of Award of RFP – Feb. 26^th, 2026
